I, as Rector of the Tambov Branch of the Moscow State University of Culture and Arts, and as President of the International Information Nobel Centre, very much appreciate the opportunity to dwell on your land and to communicate with you, provided me a hospitable and warm Jamaica.

Official friendly relations between Jamaica and Russia were established not long ago, just 40 years ago. Our friendship is still young. However, more and more of our tourists are traveling to Jamaica, and Jamaican citizens annually have 15 fellowships for study or training in Russian universities.

I very much hope and strongly believe that our friendship will continue to develop. Today’s ceremony was the first step towards establishing a scientific communication between Jamaica and Russia. For the first time in history, the representative of Jamaica gets an honorary degree of doctor honoris causa from Russia. It gives me great pleasure to announce that the decision of the Academic Council of the Tambov Branch of MSUCA, the Honourable Mr. Arnold Foote was awarded the doctor honoris causa degree for his significant contribution to the development of the diplomatic arts and advertising technologies.

Mr. Foote has international fame not only as President of The World Federation of Consuls, but also as a professional in the field of advertising, and as a generous admirer of university education.

Dear Honourable Mr. Arnold Foote It gives me great pleasure to present you a diploma doctor honoris causa, doctoral mantle, and a special doctor’s cap.

I confirm you the verbal invitations from two Moscow universities Rectors (Russian New University, and Moscow State University of Food Production), who are waiting you in Moscow this autumn and will hand you diplomas and the mantles of honorary doctorate and professorship.

I believe that our creative contacts are just beginning. I wish you all prosperity and health.
